I read a long ago that the company who built these used feathers inside of the cylinders, to create the effect. I guess as long as it is light enough for the fan to move them around, then it will work out great. You can use anything as long as the fan moves it around. Feathers are lightweight but you I think you could use wadding if you had a powerful fan.

It should be really easy to build one - you just need a tube with a fan underneath it :)
